Is it possible to use the Telnet server to answer on a modem. If not, can you please point me to a place where i could get such software (if you know of any)

ok
there are two pieces of software you can do
first one being com2tcp
l0c41://www.astrogeeks.com/AstroGeeks/COM2TCP/download.html
second one : SEXPOTS (google it)
it stands for Synchronet External Plain Old Telephone System (POTS) Support
